I think it would promote scav running and enforce a kind of "Gear fear" Attitude, where to just level the PMC you can just repeatedly scav with less stress. I think people having to push through levels as PMC was a good thing this wipe, last wipe it seemed like a bunch of people were just running around with hatchets even at the start. So you spawn into raids where a whole portion of the pmc's are dead and then player scavs are mostly all not gonna shoot you. So it's chill vibes.
